Strategic Plan Executive Summary
The Zanzibar Legal Service Centre (ZLSC) Five-Year Strategic Plan 2025-2029 sets a clear
direction for promoting justice, human rights, and legal empowerment across Zanzibar. This
plan builds on ZLSC’s legacy of more than three decades, focusing on addressing systemic
challenges while prioritizing the needs of women, children, elderly, people with disabilities
and who and vulnerable and face the highest levels of human rights violations in Zanzibar.
ZLSC envisions becoming the leading advocate for justice and human rights by ensuring
accessible, equitable, and sustainable legal services and protections for all, especially
marginalized communities. Its mission emphasizes empowering communities through legal
aid, public awareness, and strategic advocacy to foster systemic change.
To achieve this, the strategic plan is structured around three strategic objectives
Focus Areas of the 2024 Annual Plan
The Zanzibar Legal Services Centre (ZLSC) is excited to unveil its strategic focus areas for 2024, aimed at enhancing justice access and community empowerment. Our efforts this year will concentrate on establishing a state-of-the-art resources center, developing a mobile app for legal knowledge dissemination, and strengthening community empowerment through media engagement. These initiatives are designed to bridge gaps in justice access and empower citizens with the necessary tools and information to safeguard their rights.
